Django Error on fresh install Ansible openwisp.openwisp2

I am doing a fresh install (just learning and playing with your awesome tool!) thank you for your hard work.

On friday I used this playbook and it worked.  Screwed some things up - when back to a fresh clean server.... snapshot of my starting point actually so nothing different there.  And this error cropped up during TASK [openwisp.openwisp2 : migrate]

\"duplicates: %s\" % app_config.label)\ndjango.core.exceptions.ImproperlyConfigured: Application labels aren't unique, duplicates: openwisp_notifications

I've dug around but can't figure this one out yet. Apologies if it is duplicated as I also could not find it in my searches. Any insight is greatly appreciated.

I have never encountered this error, are you sure it is a clean install? Have you tried deleting /opt/openwisp2/openwisp2/settings.py ?

Thank you for the follow up.

For sure - I did this two ways.  1) I just rm -r /opt/openwisp2 and 2) fresh image on my host.  I gave up and moved on to the dev version and am chatting in OPENWISP/General on issues there.
