It appears to be free, and available for XP. Is it possible to use it as
F90 w/o dealing with GL? Any general comments about useability and the
user interface?

It's a F90-compatible set of bindings to OpenGL for use w/ a F90+
compiler. It is _NOT_ a Fortran compiler at all.
