No, it doesn't make F10 behave like Alt, it makes it behave like Shift-F10.
Which arguably it should, since that's what capslock does.

Now Shift-F10, in turn, happens to do the same as pressing Alt alone (instead
of using it combined with some other key): it moves keyboard focus onto the
main menu bar, where you can then navigate by cursor or keyboard

OK. I was assuming we wanted this to behave like Visual Studio. The problem I
originally faced was that I could no longer "Step over" when the caps lock was
turned on.
