Ubuntu 16.04 installation issue with Code-Eli

I'm using these instructions to install on Ubuntu 16.04 but at step 5 I get the following error:

CMake Warning at cmake/FindCodeEli.cmake:97 (message):
 
Couldn't find code_eli.hpp
Call Stack (most recent call first):
  external/CMakeLists.txt:42 (FIND_PACKAGE)




CMake Error at /usr/share/cmake-3.5/Modules/FindPackageHandleStandardArgs.cmake:148 (message):
  Could NOT find CodeEli (missing: CodeEli_INCLUDE_DIRS) (Required is at
  least version "0.3.6")

I have access to the Code-Eli source here, but haven't had any luck building it. Has anyone else had this issue with any success of building Code-Eli.

not a direct help for this problem, but might help you find out more.
the source code was changed 4 months ago with a new code-eli zip file.
probably something broke then.
