Incidence, along dihedral or in vehicle coordinate frame?

Hello,

I'm working with incidence and dihedral and trying to make sure I've got my rotations in the right order.  It looks like in OpenVSP that the incidence angle you put in is relative to the vehicle coordinate frame (first rotation), and then the airfoil is rotated to the dihedral angle in this incidence-rotated frame (second rotation).  Is this a correct assumption?
