I am trying to us a background as a template as suggested in the "Adjust the Background" OpenVSP Ground School video, except when I use a JPG or PNG image I have it tiles it or puts multiples down. Is this a problem with the version or do I need to change some settings in Photoshop to make it work correctly?

Have you tried it with a few different images?

We sometimes run into images that are encoded strangely and have odd effects.  Sometimes opening them in something like Photoshop -- and saving them again -- is enough to straighten them out.

If you find that you have images that cause odd behavior, please post them so I can try to track down a root cause.
