Work on VSIP Python bindings

Dear colleagues,

I have just merged a substantial amount of work on VSIP Python bindings
to the OpenVSIP master branch (https://github.com/openvsip/openvsip). I
would appreciate any feedback both on the API as well as the
implementation, as I plan to use this as sandbox for the work the HPEC
Working Group has decided to put into Python language bindings for the
VSIP{L,L++} specifications.

In particular, I have added a k-Omega beamformer Python script that is
inspired by Randy Judd's own implementation in his jvsip project
(https://github.com/rrjudd/jvsip/tree/master/examples/komegaExamples/),
so this makes it possible to compare the two APIs side-by-side in
real-world code.
