OpenCL support merged into master branch

Hello,

I have just merged my recent work on OpenCL support into the master
branch, and added Python support for it.

With that I'm able to prototype OpenCL kernels for OpenVSIP in Python
(see http://openvsip.org/2014/06/14/opencl-support.html).

I have done all of the OpenCL work using AMD's OpenCL Accelerated
Parallel Processing (APP) technology
(http://developer.amd.com/tools-and-sdks/opencl-zone/opencl-tools-sdks/amd-accelerated-parallel-processing-app-sdk/),
running on a simple i7 quad-core laptop.

I would be interested to hear from others compiling and running this
with other OpenCL implementations (such as NVIDIA's). In fact, I
recently got a Parallella board (http://www.parallella.org/board/), and
am looking forward to compiling OpenVSIP on its 16-core Epiphany chip,
which also comes with an OpenCL engine
