Sure, as long as you initialize your Publisher objects to capture audio only.

subscriber cannot connect without permission to access the webcam in the chrome settings?

Sure they can. As long as you don't call OpenVidu.initPublisher, OpenVidu won't ask for camera or microphone permissions.
