spec for v3 APIs

The spec for version 3 of the APIs is now finalized. Once implemented, this will allow for both  support and conflict information for all nodes in the synthetic tree, and makes public the methods we use to construct the tree viewer.

Please do not make changes to the spec - leave a comment / make an issue if you have questions:
