discontinuing v2 of API and interested in input about feature for v4

Hi folks,

Below are a couple of notes about Open Tree of Life APIs for people who interact with Open Tree of Life web services.

# Discontinuing v2 of the API

We are in the process of testing a next release of Open Tree of Life's synthesis tree. The software that will serve the tree is also new. When we deploy that version of the software to the servers, the "v2" version of our APIs will no longer be available across all services.  In particular portions of the API that refer to neo4j "node_id"s will no longer be available, because the new software implementing the API is not based on neo4j.

The v3 of the API (see https://github.com/OpenTreeOfLife/germinator/wiki/Open-Tree-of-Life-Web-APIs) will be the only version of the API that is active. That has been the current version of the API since February, 2017. The rotl package for R support version 3 of the API.

We are hoping to deploy the new software in late August or early September.

After we deploy the new software (and some other new server-side changes), we will start developing new feature again.
