New python tracer solution for Starlette/FastAPI

Hi,

For some service we used FastAPI: https://fastapi.tiangolo.com/

Other apps in our stack already had OpenTracing support. So we decided to release our implementation on Github/Pypi

Pypi:

I'm posting this here, because I can imagine that it can be handy for people that are running Starlette or FastAPI.

Hi Rene,

Please add these modules to https://opentracing.io/registry/, it's a much better way to discover them than the mail group.
