I would just like to know if opentoonz supports and will open to allow you to edit an Adobe Animate CC file. (.fla)

No, fla is a proprietary file format, and no other software (as far as I am aware) can read that file format. Some applications can handle .swf files, but support is often somewhat unreliable.
