magnet, cutter, iron don't want to work and the message is "The actual tool can't be used on a toonz level".

Hi,

That message is badly written, it should have said: "The actual tool can't be used on a Toonz Raster level".

Those tools you mention are intended to be used when working in Toonz Vector levels.
