Is this a BUG? (Create a level with the same name after it "removed")

I've tried this more than once, I even re-open the software started from fresh just to make sure if it will happen again or not.

OK so... I've created a New Level (Toonz Raster Level) I named it "A" in this case (I also tried any other real names).
and Than I decided that I want to remove this level from this Col1 and make a new one with the same name.

So what I did was, I switched to the Browser Room >  Right Click >  "Remove All Unused Levels"
The Level named: "A" removed from the project from what I see immediatly, so far so good.

Now, when I wanted to make a NEW LEVEL again, with the same name "A" it won't let me, I get this error message:
" The level name specified is already used: please choose a different level name"

It would make sense if I wouldn't REMOVE it first, but what if I want to make the same name from scratch WITHOUT re-launch OpenToonz?  it feels weird and I'm not sure if it is a Bug or it's just the way they programed it.

In either case, Can somebody fix this? make the "removed" file name actually GONE on the same session so we can Re-Create a new level with the same level if we need too? 

* If I manually delete the files:  A.tlv +  A.tpl  under the "drawings" directory, I can create the level with no problems.
So what I mean is, the "REMOVE" is not really deleting the files, maybe there is a Delete option you can tell me about please?  I find myself using the same name of levels just like I do in Layer on other software so it will be very nice and easier to work with.

I hope that some of the developers of the OpenToonz will read this and will be able to fix or improve this, it doesn't make any sense on a workflow when things need to make the same name from scratch sometimes.

I believe the reason for this is when OpenToonz looks at used level names it's looking at your project not your scene. so unless you delete it in the directory you can't use the level name.

Thanks for the reply +BlenderBeetle at least I understand now that it's not a bug, it make sense.
I also think that's the reason, it reminds me of the very early versions of Toon Boom Harmony (back when it's called USanimation Opus" the project system worked almost the same, because it based for divisions just like lots of studios (and Ghibli with Toonz of course).

Anyways, I hope that the mighty developers of the community will tweak or change the complete files system to more friendly "freelancers" mode, so the "studio + divisions" will be just the extra options and not the only one.

I'm already in Love with OpenToonz... I just hope for some really cool fixes to come. :)
