Convert to Toonz Raster?

Hello!  So far I'm finding Toonz Raster levels to be quite handy.  First of all, they take up a lot less space than normal raster images, I guess because of how they keep track of color information.  (If you have a 1000 x 1000 image and draw a few dots in the middle, it only has to keep track of those dots, it seems.)  Additionally, I can modify the pallet to change specific colors.  And more generally, OpenToonz can do more things with Toonz Raster levels than normal raster levels. 

However...  at the moment, the only way I know to get a Toonz Raster level is to draw one from scratch.  I'm aware that the scanning software, GTS, is supposed to scan images and convert them to Toonz Raster (or at least, I think that's what it's supposed to do), but

(1) I can't seem to get GTS to work, probably because I just have an HP printer with a scanner, and

(2) If I have a digitally-inked drawing, I don't want to have to print it out and scan it back in with GTS... :P

So my question is, is there a way to convert black-and-white line-art into Toonz Raster levels?

I think GTS just makes raster levels 

The Toonz Raster and the Raster (as you have mentioned) is that Toonz raster keeps the color information. Raster levels deal with pixels, so to keep track of colors would be ludicrous. (you would have 50-100 different palette colors) There is an option to convert to vector so I imagine converting to a toonz raster is possible but, in my experience, converting to a vector makes it really hard to get what your original image looked like (obviously, the more complicated the image the harder it is to convert) 

I would look through the keyboard shortcuts menu and see if you can find anything along the lines of "convert to Toonz Raster" and if not, you could try messing with vector levels and see if you can get what you are going for with that option.

I've done some searching around, and it definitely looks like you're supposed to be able to convert from normal raster to tlv (toons raster).  I guess that's what "Cleanup" is supposed to do?  (Processing->Cleanup)  But clicking on that doesn't do anything for me, as far as I can tell... 

Meanwhile, there's a Files->Convert File, but the menu of items to select doesn't include any Toonz file types. 

It sounds like this is one of those features that I might get if I downloaded "The Nightly Build"...  but right now that's too terrifying of an idea, since I'm working on a project and don't want it to get destroyed somehow...  :P

Meanwhile, it took me awhile to find out how to convert to vector like you said.  (To those who are interested:  In the Scene Cast window, you can right-click on an image and select "Convert to Vectors...")  Thank you for pointing that out;  that could potentially be a life-saver, if say I figure out later that I drew a raster drawing with too low of a resolution, or something along those lines.
