Audio not uploading.

Ive watched youtube tutorials and they say to just drag and drop the audio file. changed it to .wav and it just takes up 1 frame (pretty sure i am on 24 fps for the project and scene) instead of taking up the 12 seconds of audio that it is.  I downloaded and assigned ffmpeg and tried to upload the .mp3 but that is the same issue. Any help is greatly appreciated as this is a massive roadblock for me

Sorry, I"m not understanding. 

You say you drag the audio file and then you change the extension to .wav. If you change the extension once the file was imported, you're breaking the reference path to the original path.

First, explain what is the original file extension. If you're working with .MP3 files is very important you the FFMPEG path into OpenToonz first.

Depending which version of OpenToonz you have installed, the issue is likely that you need to change the bitrate of the audio for it to work. If you install the nightly build, this has been fixed, I believe. At least, more versions of bitrate are allowed.

I believe the expected bitrates ate down in the help file. If not then just try another one.
Also, use a different name for each upload to be sure that it's using your new file. And use a simple name: no numbers or symbols, just use text.

when you say the bitrates are down in the help file, where can i find that?
