Yes, OT has a pixelate effect but I think it is called "Mosaic".

Look for it in the Stylize category.

There may be other pixelate FX but Mosaic is the one I found at a quick glance that worked.

To get an actual pixelated effect you'll likely want to change the spacing to zero and increase the size.
