mesh on superimpose on image

when i create a mesh on image both are not aligned mesh is above on image and after using animate tool only mesh is moving not image. what is the problem please help

one more problem is i am unable to use drawing tools on image imported on a level it says "current frame is locked any editing is forbidden. help is required

The first thing I can see is that you've got animation keys on your image column. If you move an image that has a mesh, you're moving the image outside of the mesh. If you want to move the image, you have to add your animation keys to the mesh column.
