Why is filling not possible with Tahoma 2dScreenshot fill orange color.png

Its really hard to fill a color in vector level do not now what I am doing wrong, is it possible to share my file so that somebody can look at the problem

The file you shared is just the scene file. There are no drawings in this. To share your project, you have to zip up the whole project folder, but that won't really help us.
Also, I notice that you're using Tahoma, but have asked the question on an OpenToonz forum. It's best to stick with the forum for the software or at least, mention the software you're using.
The issue with filling in vector is a tricky one. Here's a video with lots of tips:  https://www.youtube.com/watch?v=HYU7BBEL7qQ

I have already seen that video I can do a color fill but not at the cartoon bird  i draw
I mentioned Tahoma 2d but its placed under the screenshot sorry for that.

Have you looked into grouping your lines? 
If you draw them with the brush or using the geometry tools, you should see an iron to auto group. Only lines in the same group can be filled. 
Also, check that your line centres overlap each other, to create a filled area. 
But overall, the filling in vector can just be tricky, which is why I don't use it for drawing characters.

Okay I am gonna draw in a smart raster level instead of a vector level then I fill in the color
I have no idea why it cannot be done in the vector level

One thing we can do if we want to use vector is press forward with vector but then either render that out as linework or convert it to toonz raster.  This will then 'seal' gaps that are created by vector stroke groupings because... raster and toonz raster doesn't have such a thing.

The idea would be to draw in vector and adjust as necessary... using the various tools unique to vector levels... and to get better resolution and fidelity of linework.  Then transfer to toonz raster or raster for the purpose of leveraging features best suited for those level types.

And ultimately, I'll tend to draw in one and copy/paste into another so we might start with vector and copy/paste down to toonz raster or raster.  We might also draw in toonz raster and copy/paste into a vector level.
Copy pasting from toonz raster to vector will automaically invoke the converter using the current settings of the convert dialogue so those settings might need to be tweaked to get opimal results.

When drawing with vector it can help to turn Snap on so that lines meet lines and gaps are avoided.  Segment Erase is also a wonderful feature.
