I've definitely run into some circumstances where having both keyframe types would be helpful.

A work-around for stop-motion keyframes is to set extra keyframes to prevent the interpolated movement.

You can set the interpolation mode to "Constant" to get the curve just like "Stop-Motion Keyframe". Is it meet your requirement?

Adding to @shun-iwasawa's suggestion...

Settings that will help deliver a stop motion style of keyframing can be found in the Animation tab of Preferences.
Set the default interpolation to 'Linear' and then the steps to 2 or more.
I can easily see where a setting of 4 might yield a better result as everything is held for a longer period of time.

Yet another useful methodolooy of stop motion is simply to repeat the exposure of frames in the xsheet and as much as possible avoid keyframing altogether.
The 'keys' are set (and receive emphasis) by how often we change the 'frames'; thus 'keyframing'.
In consideration of traditional animation approaches one could argue this is the best way to achieved 'stop-motion'.  :)

@shun-iwasawa Yes "Constant" is good option. is it possible add something like "Set Ease Type" to OpenToonz Xsheet/Timeline toolbar? This will increase the workflow.

and/or remove line between two Keyframe icon for display Stop-Motion Keyframes?

I'm accustomed to using Function Curves for this purpose. But this is not always convenient. )
