After finding the info on how to resize an imported video (Level Settings) - It was easy to select the whole column and resize the frames. But when I clicked on Save All (having seen the advice over and over to only use "save all" as opposed to "save scene") - the error message came up:

Failed to save the following resource: X.mp4

So, there's a different way to resize an imported video? A method that the program won't reject?

Normally that message just means that the file is marked at readonly on disk.
Turn off that flag in the file preferences and it should be fine.

Thanks for the response, Darren T. As it turned out, the problem fixed itself somehow. When I tried to open OT again to check out that project file, the program crashed. But I'm accustomed to OT crashing more often than most programs. On the second try, OT opened up and the video in that project file was the new enlarged version. Ta da. All is well. Thanks again.
