I am trying to export an image in opentoonz and krita but the color quality is decreasing after importing n opentoonz .

I havent had to deal with this since i would start in opentoonz and stick with it. usually with a color change it is a color space issue but does anyone else have any advice? i figured all programs default to sRGB

That seems like a more extreme shift than I usually see with the colorspace issue.
Check the level settings (from the Levels menu):
And try checking "Premultiply" if it's not already checked.
