Will the diffs express the license change? That is, will the diffs
contain deletion or modification clauses for every object affected by the
license change redaction, or will a database dump and reload from an ODbL
planet file be necessary to have local ODbL database?

I'd understood that you'd need a full reload; but I am hoping that we
still get diffs (See my mail to the rebuild list).

Or is it possible that the redaction tools could be made available to do
an in-place application to our own local
OSM/mapnik/mod_tile/osm2pgsql-built database? Although I rather believe
that the osm2pgsql import of a planet may have dropped a bunch of the
data on which the redaction tools base their decision?
