I am editing houses of worship.  I came across one that appears to have no working website at the moment.  I called the telephone number and there was only an automated message saying that the voicemail was full.  The name of the church was not mentioned in the automated message either.  Can I assume that the church is no longer active?

Often times if a business no longer exists or the number is bad the voicemail box will be full.  Typically we would want to verify that it no longer exists and then mark it as historical but because of the difficulty of this in certain cases and the nuances of the historical designation please go ahead and delete this point.
