Inactive or Historical?

What is the difference between a structure being inactive and historical?

inactive = same building function over time, currently the building
function is not in use (like an abandoned mine).
historical = building is currently in use and has served more than one
function over time. historical is the old function (like a school
converted into apartments; historical = school).

For GNIS, the purest form of "historical" designation is that the
structure no longer exists.
