What is the value of CPU utilization threshold for an optimal offline algorithm in host overload detection paper.

Hi Loai,

The optimal offline algorithms from the host overload detection paper does not use a CPU utilization threshold. The inputs to the algorithm are a history of system states, and maximum allowed OTF.
