Football.TXT & Football.CSV Format Specs; New Home for Football.DB F.A.Q.

Hello,

I have started on documenting the Football.TXT and Football.CSV formats.
Still very early, that is, for the documentation / spec(ifications)s.

The Football.TXT spec (and tests) [1a][1b]
and the Football.CSV spec (and tests) [2a][2b]
have now their very own (source) repo (on the backend) and
web page (on the frontend).

Also to kind of "revive" the
Frequently Asked Questions and Answers (FAQs) page
I moved the page to the new help or
all-issues-in-one-tracker repo [3].

If you have any questions about the formats or the new
help page, please tell.
