Question about EB rate

Hello,

I am using GeoDa to map disease incidence per municipality in Mexico. For the "Local Moran's I with EB rate" option in GeoDa, does that option perform Empirical Bayes smoothing based on a global mean or does it perform Spatial Empirical Bayes smoothing based on values from neighbors?
