bootstrap branch to be merged into master in one week

the bootstrap branch will tentatively be merged into the master branch in one week barring any showstopping bugs.  there is a new milestone for this feature here:

there is one open issue that could use the help of someone with good css skills:

"bootstrap: layouts for viewing a member, offer or req"

please assist if you can.  the bootstrap branch is pretty stable right now and has been running on https://demo.opensourcecurrency.org.  however, there's certainly new bugs so please test if you have some time.

this is a significant improvement in the user interface and thanks again to @rewritten for getting this ball rolling.
