Transferring ownership to https://github.com/OSCurrency2017

Amy Kirschner has been doing most of the development with oscurrency recently (with VBSRMarket) so I'm planning on transferring ownership to her github organization https://github.com/OSCurrency2017 to make it easier for her to increase engagment with the project.  Please let me know if you have any questions.  Existing github endpoints will need to be updated to the new endpoint.
