With 100% power, I am only seem roughly 11ma going to my laser through the analog meter.

I converted the original board to use RAMPS and MARLIN

With a digital volt meter I'm measuring 5.0V on the PWM into the power supply from the RAMPS board

Any suggestion on what I can check?

My bad, I checked my power supply and it was still set to 220V on a 120V system.  Changing it to 120V increased my power output to a more typical 20ma

WOW! Thanks for this info, because I was losing my marbles trying to figure out if I had a bad tube or power supply. Turned out my 115/230 switch was MOSTLY over to 115, but not fully flipped. Pushed it fully closed and now it cranks! Sweet. Thanks for the info. Guessing the switch may have jogged loose in shipping.

All;

Not really been following this thread but do you have a laser cutter with Arduino and RAMPS   (maybe 1.4) ?
