Laser firing while idle

Hi guys

I have a k40 and I did a ramps upgrade. Everything has seem to work fine I was cutting away for a couple of days and learning the machine. Then a random poping sound started while idle. I thought nothing of it maybe just a bad fan. Then all of a sudden after completing a job it started screaming when I did a test fire. Did a video and it now arcs from the tube to the frame. Now the poping sound has gotten louder when idle and I can see small arcs while it just sits idle.

Key points
Worked perfect then completed stopped no diminishing in power
Popping sound goes away if I disconnect the d5 wire from the ramps board/o r disengage the laser button
The arcs are happening around the tube
Popping sound seems to come from the PSU at first but now that I'm seeing arcs I'm not sure
I did a video in he dark while idle and did not see any arcs so the situation is getting worse as I'm seeing them in daylight

Question
Should my ramps board always be sending a signal to fire?
Is my PSU done?
Is my tube done?
