1. If your web server is accessible to the public Internet (e.g. you
can access your application specification from machines outside of
your local network), then all you need to do is submit this URL. That
said, I'd encourage you to look into alternative hosting schemes
before submitting since popular applications have taken down many a
server in the past. Some developers use Google App Engine (which is
currently free) to host their spec. Others invest in computational
resources from Joyent and other service providers for a fee every
month. I highly encourage you to look into one of these options.
2. When you first submit an application, it must be reviewed before it
can be listed in orkut's directory. You should receive an email from
the team when your review is complete. After this, you can change your
application at will without any further reviews, although we go
through apps from time to time to determine whether they're breaking
any of the guidelines laid out at
http://code.google.com/apis/orkut/docs/orkutdevguidelines.html.
So to answer your question, when you want to add new themes, just add
the themes and the necessary UI edits to your application spec and
associated JavaScript files. Once the cache expires, your changes will
be visible immediately to existing users -- no re-submission required.
3. See #2 above. In a nutshell, once your app is approved, you can
continue editing your spec and any changes you make will be visible to
all users once your app's cache expires. You don't need to resubmit or
email the orkut team.
