Hello,
One common cause for this error is that the user's profile is configured to a language/country (locale) that's not declared as supported by the app. In that case, the user will see the "App has not cleared the review process" message when using it.
It might be worth checking the inbox for the email account listed as the application's developer to see if AppReviewer sent an email message.
