Content href not loading CSS

Hello ,
I have written a module to load the html partial (not complete) static
HTML file.

The partial contains a <link> tag to a css file and also a link to
image file residing the same folder. So have used relative reference
to link to those files.

<Content href="http:localhost/abc/abc/" doesnt load the files only
loads the html text in it. So no css or images are displayed.

is there any better way to access this.
