CoreGadget/DataRequest does not link to reference of acceptable values

James & others,

 This cleanup issue is about the disconnect between the 'Core' specs and the 'Social' specs.  Right now the Social specs build on the Core specs but without reading both specs carefully, it isn't clear how they fit together.  I'm mostly looking for guidance from community on if we want to address this particular issue in 2.5 or if it's something that is being tackled as part of 3.0 rewrite.
