We're looking at doing this to satisfy a customer request, but realize
that other than defining the Operand and Operator types we support,
that there's things the FilterCapabilities document simply doesn't
seem to express. The first four capabilities below are implied with
OGC Filters, but OpenSearch doesn't have those concepts ... the last
is the reverse:

We're working on the effort in the OGC to include the proposed OASIS
binding for OpenSearch in the OGC Catalogue Services. This was
initially achieved with the submission and approval of the
"OpenSearch Geospatial Extensions Implementation Standard" (09-084)
to the OGC. This document codified the OpenSearch GeoSpatial
extensions in a form compatible with OGC specifications.
Subsequently, we proposed and was accepted by the OGC’s Catalogue
Working Group to select that document as a component of the future
version 3 of the Catalogue Services for the Web (CS-W 3.0) where the
OpenSearch Geospatial Extensions will define an Opensearch Interface
for data discovery long side with exiting ebXMLRegRep interface.
We are currently working within the OGC for the publication of the
“OpenGIS® Catalogue Service Implementation Specification, Version 3.0
Part 4: OpenSearch Query Interface “ (OGC 10-032) and collaborating
with the OASIS Search Web Services Technical Committee for the
approval of the OASIS searchRetrieve Operation Binding for
OpenSearch. This is still in draft phase so please send us any
recommendations and inputs
