Hi Rob,
Well, this is not about openscales but more about the data that you are
displaying. The fact you can zoom deeper in bing layers than in your
other layers simply means that bing have data for certains resolutions
that your other layers don't have.
That being said, you can restrict the zooming capacity of you're map by
setting its minResolution and maxResolution properties.
You cannot force a layer to keep displaying its most zoomed value while
you are zooming deeper.
