[Submission API] Discussions starting!

Hi ORWG,

Now that we have some momentum going,  I'd like to start discussions about the Submission API.   This is a pretty short API with straightforward rules about how submissions should be handled.  It is flexible in technical settings like timeouts (which is good since we a lot of us cater to very poor connectivity environments) as well as specific guidelines towards very large submissions.

Please have a look at the API and bring any discussions to the chat channel.  My skypeid is 'antondewinter' (without the quotes), add me if you're having trouble getting into the channel* and I'll invite you in.

Also, feel free to forward this message to relevant people/groups that you think would be interested in discussing the API
