[ANN] OpenResty 1.19.9.1 RC1 is now available for testing

Hi folks,

We've just kicked out a new release candidate, OpenResty 1.19.9.1 RC1,
for the community to test out. You can check the full release note here:

We upgraded the nginx core to the relatively new nginx 1.19.9 version,
among other important changes.

As always, we provide Win32 and Win64 pre-built binary packages for
this release candidate.
