encode_args order

Hi,

Is there no way that `ngx.encode_args` function produces the same output, no? I
tried, but the function uses the `lua_next`[0] call, so no __pairs method will
be used at all, no?

Is there any way to produce consistent output? I know that does not matter for
an HTTP request, but we're using it for something else.
