Github Actions Break on OpenResty install

Earlier today, Github Actions on our CI system broke on the OpenResty install.  The error is below.  The install steps follow the standard ubuntu installation and have worked for months/years.

Has anyone else been experiencing this and/or know the cause?  It looks like a GPG key switched and wasn't updated.
