[ANN] OpenResty 1.21.4.1 RC3 is now available for testing

We've just kicked out a new release candidate, OpenResty 1.21.4.1 RC3,
for the community to test out. You can check the full release note here:

We have various important bug fixes since RC2:

- LuaJIT:
  - Fixed the bug that Lua table iteration terminates early.
