"Install" OpenRefine for all unprivileged users?

Can OpenRefine be "installed" to work for all (unprivileged) users of a (Windows)computer?  For example, in a classroom where users are not administrators, and there could be many users.  In that case, we don't want every user to need to install their own personal copy of OpenRefine.

Why does OpenRefine need to write to its program directory? It's already smart enough to set the workspace within the user profile, so how can I make all writes/edits fall within the user profile allowing the program directory to be in a read-only location like %ProgramFiles% or %ProgramData%?  If I put it in a shared location and give all users write permissions so OpenRefine can run, then each user can affect every other user.  That seems like a short-sighted design decision.
