I was wondering: what is the current state of the art with regards to converting stanox codes to tiploc codes?

I know about  http://trains.barrycarlyon.co.uk/data/locations/ - but is there an official source?

Yes - grab the data from CORPUS reference at http://nrodwiki.rockshore.net/index.php/ReferenceData (and I'll make a note to make that page a bit more visible on the wiki!)

Also, have a read of http://stash.poggs.com/reference_data_relationships.pdf which shows the relationship between different sets of data.
