Thanks to @Ben Woodward for pointing out that the X.509 certificate ('SSL certificate") for datafeeds.networkrail.co.uk has expired as of about 12 hours ago.

For anyone still connecting to datafeeds.networkrail.co.uk, please update your systems to connect to publicdatafeeds.networkrail.co.uk. It should resolve to the same IPv4 address.
