SMART Berth Offsets - regularly updated

One of the problem with the SMART 'All Berth Steps' data is that it's only published once a period by Network Rail.  It therefore doesn't reflect in-period changes, which for some use cases is a pain.

To solve this, I've published a new data product on the RDM which contains the raw data updated with a maximum latency of 1 hour.  If a berth offset changes, or a berth interpose/step/cancel is added or removed, this will be picked up just after the hour and a new version uploaded.

As with the other OpenTrainTimes data products on the RDM, I'm doing this because I think it needs to exist, not because anyone's paying me for me.  So please bear this in mind in case of any problems with the data.
