How many avatars really depends on what the avatars are doing and how the servers are configured. We have done a lot to optimize performance so Terf (www.3dicc.com) can currently host around 100 users per room. We do this regularly with our US Army customer. In those meetings we have a group of users listing to the directors update, so there are slides and streaming video. If I remember correctly this meeting had around 80 participants.
Here you can see the presenter on live video and the group is watching a video about a medal of honor winner.
We have moved way past our release of openqwaq and our product is now called Terf™. One of the major changes was to change the encryption to support standard SSL (which was needed for some of our corporate and military customers and to increase performance on large meetings). Openqwaq could probably do 20-30 users in a room, again depending on what you have them doing.
