ANN: Openpyxl 3.1.1 released

Hi everyone,

I'm pleased to announce that 3.1.1 has been released. This is a minor bugfix release that includes the code that binds locally scoped definitions/defined names in the relevant worksheets.

Another change means that openpyxl more reliably sets created and modification dates for workbooks. For most people this is not likely to be relevant but anyone who uses metadata in tests may need to check. If any changes are required, they should simplify the code.

Many thanks to Georges Racinet, Mercurial developer, who helped me fix a botched merge which held up the release.
